This KB resolves an issue with Shell Launcher(eshell.exe) where if UAC is enabled on the system, a non-admin user requires elevation/admin privileges to use explorer.exe as the shell before the user can log-in and use explorer.exe.
This KB resolves this by changing the behavior to not launch the UAC prompt while launching explorer.exe as the Shell.Supported Operating Systems
